REACH Copper Consortium Member Access

What REACH services are available from the European Copper Institute ?
ECI is providing Secretariat services to the REACH Copper Consortium, a standalone business venture open to all potential REACH registrants. Its main objective is to maximise the efficiency and cost effectiveness of its members’ efforts to meet their REACH obligations for copper.

Consortium outputs will be registration dossiers for the agreed inventory of substances by December 2010. Each dossier will include a Chemical Safety Report and/or a Technical Dossier, industry recommendations for risk management actions, as a function of specific exposure scenarios, plus recommendations for Classification and Labelling.

Has ECI carried out any pre-investment in preparing for REACH ?
ECI managed the preparation of a Voluntary Risk Assessment (VRA) for copper metal and a number of copper compounds. This comprehensive initiative, which took five years to complete, was submitted to the European Authorities in 2005, with their review completed in April 2008. The VRA provides 90% of the requirements of the REACH registration dossier for copper.

What products are covered by ECI's Consortium ?
The Consortium covers primary and secondary copper metal (click here to view the Consortium's position on recovered materials), slags from copper production sold as a product, and a well defined series of by-products (intermediates) produced during the smelting/refining and semi-fabrication processes.  ECI is cooperating closely with the third party leading a separate consortium for copper compounds. What are the links with various SIEFs on ECHA's REACH IT website ? 
In early June, various Members of the REACH Copper Consortium advised ECHA that they are the Lead Registrants for all substances and intermediates contained within the scope of the Copper Consortium.  All pre-registrants within the relevant SIEFs will shortly be emailed copies of this communication, with a short statement also visible on the REACH IT website.

What does it cost to become a Member in ECI's Consortium ?
ECI’s members have already made a multi million euro investment in the VRA. Within the REACH spirit of “One Substance One Registration”, any Copper SIEF pre-registrant is welcome to join for a fair fee that covers a share of this initial investment, plus the Consortium’s ongoing costs. Fees are a function of tonnage, subject to a minimum. Click here for fee information and here for a membership application.

The Consortium intends to offer discounted letters of access, for companies, with smaller tonnages, who only need to register after December 2010. Details on what ECI expects to provide to companies accepting this option will be made available in July 2009.  Final costs will be published in March 2010, once the full dossier cost is more accurately known.
