REACH Copper Consortium Member Access

What REACH services are available from the European Copper Institute ?
ECI is providing Secretariat services to the REACH Copper Consortium, a standalone business venture open to all potential REACH registrants. Its objective is to maximise the efficiency and cost effectiveness of its members’ efforts to meet their REACH obligations for copper.

Consortium outputs will be IUCLID format registration dossiers for the agreed inventory of substances well in advance of the first registration deadline - December 2010. Each dossier will include a Chemical Safety Report and/or a Technical Dossier, industry recommendations for risk management actions, plus recommendations for Classification and Labelling.

What products are covered by ECI's Consortium ?
Primary and secondary copper metal (click here to view the Consortium's latest position - April 2010 - on recovered materials), slags from copper production sold as a product, plus a well defined series of by-products (intermediates) produced during the smelting/refining and semi-fabrication processes.  Please select from the list in the left hand column for the precise scope and latest information on these materials.

What does it cost to become a Member of ECI's Consortium ?
ECI’s members have already made a multi million euro investment in the Voluntary Risk Assessment for copper. Within the REACH spirit of “One Substance One Registration”, any pre-registrant in a SIEF covered by the Consortium is welcome to join for a fair fee that covers a share of this initial investment, plus the Consortium’s ongoing costs. Fees are a function of tonnage, subject to a minimum. Click here to download the full agreement, here for a membership application, and here for the fees.

Can I obtain enough information to complete my registration without being a Member ?

The Consortium is offering Letters of Access, for all substances and intermediates, at a discount to full membership. The terms and conditions, plus the fees payable, can be seen by clicking on the relevant material in the left hand column.

Letters of Access will be available to the legal entities required to complete the REACH registration (EU producer, EU importer, or Only Representative of a non-EU based producer).  Since the registration deadline can be tonnage dependent, Letters of Access will be available from the summer of 2010 through until the end of 2018.
